More guns, no butter in Africa: US strategy, dictatorships, and buying off the human rights groups

I hope African human rights activists, including LGBTI activists, will read this document. It’s the White House’s new “strategy paper” for sub-Saharan Africa, released in June. There is the usual airy talk about democratization and feeding people, unballasted by details or dollars. (There is substantial attention to trade, which reaffirms my sense of the shape of aid conditionalities to come: the main quid-pro-quo for US assistance to Africa will be not decreased rights abuses, but increased trading opportunities for US firms.) But the core of the paper mentions no ballots and promises no butter. It’s about guns. “Security” is its watchword. Reuters noted, in its neutral fashion, that the paper lacks “a single signature project which could cement Obama’s Africa legacy”:

Instead, attention has focused on AFRICOM, the unified U.S. Africa Command that the Pentagon established in 2007. It is playing an increasingly important role as the United States pumps resources into training African militaries. …

J. Peter Pham, director of the Africa program at the Atlantic Council, said Washington’s emphasis on security, coupled with the lack of new economic initiatives, had shifted the balance in U.S. ties with Africa.

“It is militarization by default,” Pham said. “Part of the reason is the U.S. interest in fighting al Qaeda, and part of it is because of the weakness of our African partners which are unable to contain these threats themselves.”

A slight image problem: AFRICOM

One consultancy group of “Africa experts” speculates that “the timing of the paper is in response to the recent controversy generated by news stories reporting of the US’ ‘shadow war’ in sub-Saharan Africa.” Yup. Shortly before the strategy paper’s launch, the Washington Post revealed that the US has set up networks of secret bases across the continent, to use surveillance technology and Special Forces incursions against alleged terrorists and other undesirables. Special training for African militaries is part of the package. So, too, are murders:

The lightly equipped commando units train foreign security forces and perform aid missions, but they also include teams dedicated to tracking and killing terrorism suspects.

O, left hand! O, right hand! Here, poor Third Worldies, have some food before I shoot you.

Why should LGBTI activists care? Well, Hillary Clinton is, with quite genuine élan, promoting the liberties of LGBTI folk on the continent. The right hand is on your side. But US military policy is propping up exactly the regimes — in Uganda, the DRC, Ethiopia, and elsewhere — that relish your oppression. The left hand doesn’t give a damn about you. For how can there possibly be any benign result to all this: secret US aid to train secret African military forces in secret strategies of murder and oppression? What can this conceivably achieve but to prop up dictatorships, and threaten even democratic governments with armed coups and dictatorial control?

A reader has also pointed out Phil Clark’s op-ed from this spring, fingering the dreadful Kony 2012 campaign as part of a broader project to build up Museveni’s repressive military by any excuses necessary. It capitalizes on wide support “for two of the international community’s preferred means of ending mass conflict — military intervention and international justice.” And the enthusiasm has come not just from trigger-happy Western governments but from naive human rights organizations. They deliberately overlook

the fact that, in pursuing rebel leaders in central Africa, the United States and the I.C.C. have cooperated with the Ugandan and Congolese governments, which themselves are responsible for murder, forced displacement, rape and torture of civilians over the last 15 years. …

When President Obama sent 100 American military advisers to support the Ugandan government’s campaign against the Lord’s Resistance Army last October, it was the latest move in a long-standing military relationship. Since the 1990s, Washington has viewed Ugandan President Yoweri Museveni’s government as a key regional ally against the Sudanese government during Khartoum’s wars in South Sudan and Darfur, the “terrorist” threat of the L.R.A., and most recently Al Shabab in Somalia. Washington’s political, military and economic aid to Uganda has propped up Museveni’s regime and strengthened the role of the armed forces in everyday politics. One reason that widespread protests in Uganda in early 2011 did not transform into another Tahrir Square was that the Ugandan armed forces — nourished for years on Museveni’s corrupt patronage, funded mainly by the United States — remained fiercely loyal to the president, including when asked to fire on innocent civilians.

It’s not just Obama. As Clark emphasizes, the International Criminal Court, beloved of those who think human rights aren’t real unless they have police and prosecutors attached like sinister Siamese siblings, has been equally complicit in whitewashing Museveni. The Court, he writes,

has relied on Museveni and the Congolese president, Joseph Kabila, for the referral of their conflicts to the court, the security of its investigators, and assistance in identifying and transporting witnesses and gathering evidence. In January 2004, the I.C.C. prosecutor appeared side-by-side with Museveni in London to announce the opening of international court investigations in Uganda. Two weeks ago, Ocampo announced that he would soon visit Kinshasa to meet President Kabila and “thank him for his support” during the Lubanga investigations. From the outset, the close working relationship between the I.C.C. and the Ugandan and Congolese governments has allowed the latter to focus the court’s attention on atrocities committed by rebel leaders while insulating themselves from prosecution.

Museveni and Kabila have proven masterful at making themselves indispensable to international actors. Unquestioning international cooperation with the Ugandan and Congolese governments has allowed them to appear as agents of peace, security and justice while continuing to commit abuses against their citizens. That the United States and the I.C.C. voiced no concern while Museveni and Kabila cracked down on the political opposition during last year’s elections has emboldened them. The claim by the I.C.C. and its supporters that the court deters criminal behavior and therefore contributes to lasting peace rings hollow when state crimes are committed under its watchful eye.

Promoting his armed approached to governance and freedoms as a model for other regional leaders, Museveni this year hosted a conference of military brass from across the continent. Talk about resisting aid conditionality!  When it comes to pernicious plots against sovereignty, it seems, the homosexuals are a minor annoyance next to perverted foreign pacifists. He blasted belt-tightening demands from donors that might shrink military spending:

“Africa armies must be ideologically independent from foreign exploitation and manipulation. Some external forces told us not to spend 1.9 per cent of our budget and we had to reduce the size the army,” Mr Museveni said.

A final point. I mentioned AFRICOM, the US military’s Africa command, above. At present, this relatively novel US unit is based in Germany, from where it played a leading role in the Libya intervention. That success (from the American standpoint) gave it a great deal of street cred, or rather sky cred, with DC policymakers. The Bush administration set up AFRICOM in large part as a military counterweight to growing Chinese involvement, and investment, in Africa. From this perspective, the secretive “counterterrorism” campaigns it dallies with conceal, like the proverbial Chinese boxes, yet another secret: they mask a larger geopolitical ambition. They’re more about Beijing’s honchos than Bin Laden’s heirs: AFRICOM aims to keep China away from that vast wealth of African raw materials that we’ve already succeeding in keeping Africans away from. (One fascinating thing about Africa is that all its riches, without exceptions, make the bulk of Africans poorer. This is a cultural phenomenon worth Mitt Romney’s study, though it has more to do with Western culture than its African counterpart.)

Several of Museveni’s supporters in the US Congress — including the head of the House’s subcommittee on terrorism, Republican Ed Royce — are exploiting the Kony 2012 mania to push for laws expanding AFRICOM’s role in Africa. Some want to move the command’s headquarters from Europe to the continent itself. All this would vastly increase the support it can provide to Museveni and fellow dictators.

Enabled by oil companies and private military contractors, AFRICOM serves as the latest frontier in military expansionism, violating the human rights and civil liberties of Africans who have voiced a strong “no” to U.S. military presence. We reject this militarization of foreign engagement. Instead, our vision is a comprehensive U.S. foreign policy grounded in true partnership with the African Union, African governments, and civil society on peace, justice, security, and development.

I am well aware that I could not do justice to the subject without offending those “professional friends of the African” who are prepared to maintain their friendship for eternity as a sacred duty, provided only that the African will continue to play the part of an ignorant savage so that they can monopolise the office of interpreting his mind and speaking for him. Africans have many friends.

I am often amazed by how many friends we have. Friends who multiply, especially when they learn about the multiple oppressions we face. Friends who launch campaigns, write letters, donate things we really need, including underwear and textbooks written in the 1940s, because every little bit helps.

Every little bit helps.

Our friends like to smooth our way. Aware that Africans are bashful, they write our documents for us, write and edit our speeches, adopt and present our petitions to those in power, and facilitate all the little transactions we cannot, because we are bashful.

We blush in gratitude.

And because they really care, they are willing to handle all those things we cannot, including financial things. Africans are intuitive and love music and cannot handle math or money. Haven’t you heard about the African farmer who planted coins and waited for a tree to sprout?

Yes, our friends are very helpful. We could not exist without our friends.

Even Fanon says so: “Willy-nilly, the Negro has to wear the livery that the white man has sewed for him” (Black Skin). Because our friends are kind and generous, the livery will be sewn to accommodate all those African extras—the buttocks, the genitals, the breasts, you know. Space enough for the African to breath.

But then Fanon is not very generous. He does not appreciate the friendliness of those who are friendly: “We shall have no mercy for the former governors, the former missionaries. To us, the man who adores the Negro is as ‘sick’ as the man who abominates him” (Black Skins). I am not as ungenerous as Fanon. I appreciate our friends. We appreciate our friends.

In fact, we appreciate our friends so much that when we hold meetings and forums, we are excited when they monopolize these spaces with their ideas and visions and expertise. And we don’t even mind fetching water when they get thirsty. And we are even more grateful when they bring along their friends who monopolize question time. We are so grateful to learn from them.

What would we do without our friends?

Friends are friends forever!

We are happy that our friends want to save us. We are delighted that they translate our statements so that others can understand them. Regrettably, we have not yet learned to write or speak in ways that make sense to anyone else: our translators are our very best friends. We are very grateful.

And because our friends want only what is best for us, we should have no problems assenting to their plans. After all, they have been doing this for a very long time and we are still underdeveloped. If we want to be like them, we should listen to them, or so they say.

As Fanon says, “The black man wants to be like the white man. For the black man there is only one destiny. And it is white” (Black Skins). Fanon is too harsh, I think. Surely our friends do not think like this. They want us to be developed, like them, not white! Simply free and developed. In fact, one day we will be so developed, our gay people will be free to wear leather chaps bare-assed in the middle of Moi Avenue. On that day, we will know we are truly free.

Until the day we can be as developed and free as our friends, we will never be truly free. Or so our friends keep telling us. Until then, our friends will continue to fight for us, to talk for us, to write for us, to use our stories, to show pictures of our faces, to create scholarships and awards in our names, to create petitions for us, to translate our lives for important people.

Our friends will never abandon us.

We are in this together.

For good.

The face of Africa, when tilted on its side like this, looks remarkably like Mr. Dithers from the old Dagwood and Blondie comics. It’s perhaps appropriate that the scream is coming from the area of Egypt.

Aid and the China connection: Pink dollar, meet red renminbi

A reporter once said that the most boring headline he could think of was one beginning “Worthwhile Canadian Initiative.” OK; here’s a Canadian initiative; see if you think it’s worthwhile. As the premier of British Columbia gets ready for a trade mission to China, she’s laid down some rules for business people tagging along:  ”Tourism operators marketing trips to the province for Chinese people must agree not to promote casinos, gambling or gay tourism.”

B.C. Tourism Minister Pat Bell …  said the federal government accepted the terms when it negotiated approved-destination status with China last year, and B.C. had no say in the matter.

Approved-destination status allows tourism operators in Canada to market their services in China, and Chinese tour operators to organize and promote travel packages to Canada.

He said B.C. simply wanted to ensure that its tourism operators understood the rules: “We’re not necessarily endorsing the specifics.”

The government soon retracted its requirement. But it was an embarrassing moment, especially with Vancouver trying to hawk itself as a gay tourist destination, like other cities from Cape Town to Tel Aviv. It’s also embarrassing in other venues. Gay conservatives in the US have long contended that the “pink dollar,” the buying power of gay consumers, can eradicate inequality better than the law. As Stephen G. Miller, founder of the right-wing Independent Gay Forum, affirms, “Corporations increasingly are courting the gay, lesbian, bisexual and transgender markets for their buying power and trendsetting value”:

The gay market is a significant demographic. … Free markets work to sweep away the ineffectual, inefficient and irrational (including unprofitable prejudice) when allowed by the state to do so.

Maybe so — but not if they meet a bigger market with prejudices of its own. China right now is the mother of all buyers and sellers, the 800-pound panda (dragon? duck?) in the room. The puny pink dollar can posture if it likes. The red renminbi — China’s victorious currency — rules.

The same is true of China’s aid policies. That‘s the chord this story struck with me — coming in the midst of the global South debate over the UK’s vague promises to tie LGBT rights to development assistance. Chinese aid, to Africa in particular, has become a slowly growing question-mark, a cloud of discomfort, hanging over geopolitical discussions in the West. A blog I noticed last week carried a British gay man’s “Letter to Tanzania,” in which he intones with gravid sarcasm:

To have to lower yourself to accept money from such selfish nations as the UK must be extremely galling.  I’m sure you have only done so for the last 35 years because you simply had no other choice, but maybe, if you’ll permit me to make a little suggestion, it’s time to consider asking the Chinese for more help, or some of the oil-rich nations of the Middle East?  They don’t let pesky little things like gay rights get in their way so I think you’d get on very well.

Ask the Chinese? Uh, don’t worry. African countries will.

China’s aid role is a crucial point not fully considered in the aid debate. Western countries that once had plenty of of “policy leverage” in attaching conditions to assistance now have less, because another donor has come to town.

The motives and forms of Chinese overseas aid are not well understood elsewhere. All that’s fully known is that there’s a lot of it. In a recent report, researchers from the University of Stellenbosch in South Africa argue China doesn’t strive deliberately to obscure the aid flows; it’s just that the information is scattered in different papers and websites through the Chinese bureaucracy. Still, it’s difficult to extract simple figures — such as how much money goes to Tanzania or Malawi –from the facts at hand.

However, for the first time, China this year published a white paper outlining its policies on overseas development assistance. Vague in many areas, the document is evidently but perhaps not adequately calibrated to assuage uneasy critics in other industrialized countries.  One can take three overall facts from it:

a) China is overwhelmingly interested in Africa. Almost half its aid goes there.

b) Chinese aid goes heavily to economic infrastructure projects. For instance, the government breaks down its low-interest loans to developing countries as follows:

c) China advertises its aid as no-strings-attached, in respect of rights or any other conditions. It still proudly foregrounds the “Eight Principles for Economic Aid” Mao promulgated in 1964, among them:  ”In providing aid to other countries, the Chinese government strictly respects the sovereignty of recipient countries, and never attaches any conditions or asks for any privileges.”

Let’s start with the last point first.

Unconditionality is obviously attractive to many aid recipients, often for all the worst reasons. Robert Mugabe knows that Beijing will never care if his handshakes leave bloodstains behind. China is notoriously unwilling to integrate rights discussions into its aid mechanisms — indeed, to talk about rights at all. (The white paper contains no mention of rights, or of gender for that matter.) When I worked at Human Rights Watch, directors had desperate discussions about the impossibility of opening any channels with China’s rulers. At one point we were urged to make any kind of contact we could — if we met a Chinese official anywhere,  even in a public restroom, to strike up a conversation and try to connect. I have no idea whether any HRW staff got arrested for indecent conduct as a result.

Conditionality in Western aid has a long history. As one US official said in the 1990s, “”Aid appears to have established as a priority the importance of influencing domestic policy in the recipient countries.” However, it’s far from true that all or even most conditions  tied to aid were rights-related. Many were raw attempts to gain economic advantage — which makes the whole subject of conditionality rankle in the memory of some nations. One account notes:

[Njoki Njoroge] Njehu [director of the 50 Years is Enough campaign] cited the example of Eritrea, which discovered it would be cheaper to build its network of railways with local expertise and resources rather than be forced to spend aid money on foreign consultants, experts, architects and engineers imposed on the country as a condition of development assistance.

Strings attached to US aid for similar projects, she added, include the obligation to buy products such as Caterpillar and John Deere tractors. “All this adds up to the cost of the project.”

WIll China in fact be better? Many suspect China’s aid programs carry a similar economic agenda: the attempt to build markets for cheap Chinese goods.The Chinese white paper, as one commentator notices, refers to “financial support of a certain scale to developing countries” in the form of “preferential export buyer’s credits.” The pundit adds,

[T]his means more subsidies to help China’s exporters continue making money. It also means preferential financial packages that will continue to make it difficult for large multi-national organisations – including those from developing countries like South Africa and elsewhere in Africa – to compete with China’s for major contracts.

Economic infrastructure aid reveals the other side of Chinese ambitions. Here, Chinese assistance seems focused on a few areas. For instance, the graph shows that transport stands out: the white paper adds that

By the end of 2009, China had helped other developing countries build 442 economic infrastructure projects, such as the Sana’a-Hodeida Highway in Yemen, the Karakoram Highway and Gwadar Port in Pakistan, the Tanzania-Zambia Railway, the Belet Uen-Burao Highway in Somalia, the Dry Dock in Malta, the Lagdo Hydropower Station in Cameroon, Nouakchott’s Friendship Port in Mauritania, railway improvement in Botswana, six bridges in Bangladesh, one section of the Kunming-Bangkok Highway in Laos, the Greater Mekong Sub-region Information Highway in Myanmar, the Shar-Shar Tunnel in Tajikistan, the No.7 Highway in Cambodia, and the Gotera Interchange in Addis Ababa of Ethiopia.

Many of these projects would be quite useful in moving large quantities of heavy things, as well as energy, from place to place.

This tends to support suspicions that a priority of Chinese aid is to facilitate extracting raw materials and other resources from recipient countries. The pattern of Chinese trade with Africa, which is burgeoning, bolsters this.  Crude oil and minerals are the main things China imports from there.  You can see an emerging picture of the Africa Chinese aid may aim to build. Countries send raw materials to China; in return, they become a market for Chinese consumer goods, which presumably help make the populations happy. The prospective flows of capital, and the vision of mobs kept quiescent by cut-rate cellphones and toys, must be pleasing to many an African oligarch’s reveries.

Not everyone would agree with this. (For a nuanced and more optimistic view of China’s role in Africa, see Deborah Brautigam’s blog here.) But if it bears some truth, there are at least two lessons to be drawn. There’s one for Western governments — and activists in their countries — who want to support LGBT movements, and human rights movements, in the South. There’s another for Western states thinking about the geopolitical future.

First, on a purely pragmatic level — and whatever you think of the ethics of aid conditionality – tying bilateral aid to LGBT rights won’t work. It won’t work because increasingly governments know they can get stringless aid from a different source, China. The best way for Western governments to advance LGBT rights is to aid LGBT rights movements themselves directly. As African states move into the orbit of a flush and generous funder uninterested in rights protections, the same will hold true for almost any human rights issue. If you want to promote it, don’t try bullying officials. Your dollars or pounds, pink or green or whatever, carry no clout against the indifferent renminbi. Fund the advocates; fund civil society.

Then there’s the question of Western countries’ own self-interest.  I am obviously unwilling to make an argument that appeals, even implicitly, to the the industrialized countries’ desire for unrestricted access to the fuels and other raw goods lodged in Africa’s soils.

That interest can’t and shouldn’t be met. We want a world in which countries keep autonomous control over their own resources, and  tend and protect the environments in which those resources are embedded. But, again in pragmatic terms, one can at least appeal to Western countries’ desire to keep China from having unrestricted access, either. This is a geopolitical concern that most of the old industrialized countries share.

The best way to do that is for Western governments to support strong democracies; strong civil societies, but also strong states that are simultaneously responsive to the diverse interests in their own populations, and resiliently resistant to external economic and political pressure. Such societies and such states will indeed make the West pay a fair price for any resources they get, on the countries’ own terms; but they’ll make China do the same. Such proximate equality is probably the best bargain the West can hope for.

The other alternative they have is to rely on the outworn oligarchies they’ve supported for decades, perhaps with new faces and new uniforms, but with the same old kleptocratic manners and brutal morals. That seems to be the route Western states are taking now. How much are they really concerned with full democratization, and how much with clinging to “political leverage,” and economic leverage too? The example of diehard US and European support for Yoweri Museveni in Uganda is not promising.

The problem is, oligarchies are notoriously ungrateful. They know a cash cow when they see one — they grew up milking them — and if the Chinese market appears before their kraal, swollen and mooing, the temptations of a dried-up West will seem desiccated and despicable. China has as much money as the West has now, and will soon have more. Oligarchies can be bought. Buying democracies is harder.

In Zambia, long lusted after by the industrial world for its copper reserves, Michael Sata — locally known as “King Cobra” — ran three populist presidential campaigns partly based on condemning Chinese economic intrusions. He called for investigations of working conditions in Chinese enterprises, and demanded economic independence for Zambia. In 2006, China threatened to cut diplomatic ties if he were elected. After two losses, Sata finally won in 2011, toning down his rhetoric somewhat. (He also survived a campaign controversy fed by his Christianist opponent after he appeared tentatively to support LGBT people’s rights. In a presage of current aid controversies, opponents accused him of selling out — for Danish money.)

Is Sata’s imperfect populism, defending African autonomy against all comers, a way forward for the continent?

Atta Mills: Not in my back yard

The Ghana News Agency reports more consequences of the UK move. Recalcitrant leaders now see the benefits of carving their homophobia in stone:

Accra, Nov. 2, GNA – President John Evans Atta Mills on Wednesday stated categorically that he as the Head of State he will not support any attempt to flourish homosexuality in Ghana.

“I as president of this nation I will never initiate or support any attempt to legalise homosexuality in Ghana.

“As government we will abide by the principles as contained in our Constitution, which is supreme.”

President Mills stated the government’s position on issues of homosexuality in an interaction with journalists at the Osu castle in Accra.

British Prime Minister David Cameron following the Commonwealth heads of state meeting in Perth, Australia threatened a cut in the flow of development assistance if African countries did not relax or reform their laws to favour homosexuality.

He was said to have mentioned particularly Ghana and Uganda for maintaining strict laws against homosexuality.

President Mills acknowledged the development assistance from the United Kingdom to Ghana, but said the country would not accept any aid with strings attached if that aid would not inure to Ghana’s interest or would rather worsen the plight or destroy the people whose lives the money was supposed to improve.

Statement Of African Social Justice Activists On The Threats Of The British Government To “Cut Aid” To African Countries That Violate The Rights Of LGBTI People In Africa

We, the undersigned African social justice activists, working to advance societies that affirm peoples’ differences, choice and agency throughout Africa, express the following concerns about the use of aid conditionality as an incentive for increasing the protection of the rights of LGBTI people on the continent.

It was widely reported, earlier this month, that the British Government has threatened to cut aid to governments of “countries that persecute homosexuals” unless they stop punishing people in same-sex relationships. These threats follow similar decisions that have been taken by a number of other donor countries against countries such as Uganda and Malawi.  While the intention may well be to protect the rights of LGBTI people on the continent, the decision to cut aid disregards the role of the LGBTI and broader social justice movement on the continent and creates the real risk of a serious backlash against LGBTI people.

A vibrant social justice movement within African civil society is working to ensure the visibility of – and enjoyment of rights by – LGBTI people. This movement is made up of people from all walks of life, both identifying and non-identifying as part of the LGBTI community. It has been working through a number of strategies to entrench LGBTI issues into broader civil society issues, to shift the same-sex sexuality discourse from the morality debate to a human rights debate, and to build relationships with governments for greater protection of LGBTI people. These objectives cannot be met when donor countries threaten to withhold aid.

The imposition of donor sanctions may be one way of seeking to improve the human rights situation in a country but does not, in and of itself, result in the improved protection of the rights of LGBTI people. Donor sanctions are by their nature coercive and reinforce the disproportionate power dynamics between donor countries and recipients. They are often based on assumptions about African sexualities and the needs of African LGBTI people. They disregard the agency of African civil society movements and political leadership. They also tend, as has been evidenced in Malawi, to exacerbate the environment of intolerance in which political leadership scapegoat LGBTI people for donor sanctions in an attempt to retain and reinforce national state sovereignty.

Further, the sanctions sustain the divide between the LGBTI and the broader civil society movement. In a context of general human rights violations, where women are almost as vulnerable as LGBTI people, or where health and food security are not guaranteed for anyone, singling out LGBTI issues emphasizes the idea that LGBTI rights are special rights and hierarchically more important than other rights. It also supports the commonly held notion that homosexuality is ‘unAfrican’ and a western-sponsored ‘idea’ and that countries like the UK will only act when ‘their interests’ have been threatened.

An effective response to the violations of the rights of LBGTI people has to be more nuanced than the mere imposition of donor sanctions. The history of colonialism and sexuality cannot be overlooked when seeking solutions to this issue. The colonial legacy of the British Empire in the form of laws that criminalize same-sex sex continues to serve as the legal foundation for the persecution of LGBTI people throughout the Commonwealth. In seeking solutions to the multi-faceted violations facing LGBTI people across Africa, old approaches and ways of engaging our continent have to be stopped. New ways of engaging that have the protection of human rights at their core have to recognize the importance of consulting the affected.

Furthermore, aid cuts also affect LGBTI people. Aid received from donor countries is often used to fund education, health and broader development. LGBTI people are part of the social fabric, and thus part of the population that benefit from the funding. A cut in aid will have an impact on everyone, and more so on the populations that are already vulnerable and whose access to health and other services are already limited, such as LGBTI people.,

To adequately address the human rights of LGBTI people in Africa, the undersigned social justice activists call on the British government to:
·        Review its decision to cut aid to countries that do not protect LGBTI rights
·        Expand its aid to community based and lead LGBTI programmes aimed at fostering dialogue and tolerance.
·        Support national and regional human rights mechanisms to ensure the inclusiveness of LGBTI issues in their protective and promotional mandates
·       Support the entrenchment of LGBTI issues into broader social justice issues through the financing of community lead and nationally owned projects.

There is some controversy over exactly what the British government actually said. Paul Canning of the chronically inaccurate blog LGBT Asylum News notes, accurately, that the story originated when the Daily Mail — a right-wing, anti-everything rag – took a general Foreign Office statement on linking aid to human rights, and spun it to stress the LGBT angle. But Canning’s attempts to minimize the shift ignore the fact that David Cameron has prominently emphasized the linkage in recent days. Just this weekend Cameron told the BBC:

“Britain is now one of the premier aid givers in the world. We want to see countries that receive our aid adhering to proper human rights, and that includes how people treat gay and lesbian people … British aid should have more strings attached, in terms of do you persecute people for their faith or their Christianity, or do you persecute people for their sexuality. We don’t think that’s acceptable.”

It’s hard not to conclude that this move is about domestic politics, not rights. The Daily Mail, piously endorsing the gay-rights cause (which it fought for years) used the emanations from the Foreign Office to further its anti-foreign-aid agenda — opining the government acted because “deeply rattled by the ferocious public opposition to its decision to increase overseas aid by more than one third while deep cuts are made in other areas.” (The UK has announced a 35% increase in overseas aid by 2013, in an effort to bring it up to the level of 0.7% of GDP recommended by a UN General Assembly resolution as long ago as 1970.) But there’s probably truth to this. Proclaiming loudly that he’s tying strings to aid gives Cameron some protection from the xenophobic fanatics on his own side of the political aisle. (Half of Tory MPs apparently want Britain to leave the EU; their attitude toward Malawi or Uganda can hardly be imagined.) If one of those strings is rainbow-colored, it also helps him with the gay vote.  The Tories have been making a pitch for those ballots recently, with the PM publicly endorsing gay marriage.  With the ruling coalition’s policies deeply unpopular, the Tories’ core support among foxhunters and Colonel Blimps needs a rejuvenating jolt from a new constituency.

In other words, as the activists’ letter says, the UK’s internal politics are dictating the lives and determining the safety of LGBT communities in other countries. An Indian blogger comments:

There is another more urgent and specific problem with the UK government policy – and that is the manner in which it denies the possibility that there might be local movements, dialogues and activisms around sexuality and homophobia. … At one level it places the concern for sexuality rights outside the given country, and at another, it disavows the significance and strategies of local activists and movements that are engaged in the project of actualising citizenship.

While the rise of sexuality on the development and rights agenda, is a welcome development, to be truly progressive western forces might do better by supporting Queer movements in the global south, learning from them, and recognising the specificities of Queer struggles.
